You can set this behavior through "power-on reaction", for example, a light is set to keep the state before the power outage by default:

Suppose the light is set to keep the state before the power outage, and the state is on, and the power is cut off, then the next time it is powered on,

then the state of the light will be on;

Note: Some old lighting devices are set to keep the state before the power outage by default, and cannot be modified
